TRIBAL VITALITY INITIATIVE Internal research and infrastructure charter October 15, 2026 CURRENT STAGE TVI is developing its internal research environment. The portal project is planned. Its server roadmap begins with the homelab now under construction and aims to establish hardened company infrastructure. PURPOSE Apply cybersecurity learning through documented, reproducible technical work relevant to dependable community-service infrastructure. Preserve TVI's founding focus on health and wellness for Native communities. PROPOSED FIRST PROJECT A locally hosted demonstration community-services portal will use two fictitious organizations, synthetic users, and generated records. Planned roles are participant, coordinator, organization administrator, and reviewer. RESEARCH QUESTION Does authorization remain consistent across web requests, background export processing, role changes, and subsequent download access? Investigate organization separation, stale permissions, export ownership, and revocation. BOUNDARIES Use only owned or explicitly authorized systems. Isolate the demonstration from operational services and real community information. Use synthetic records and local test identities. Keep intentionally vulnerable variants in a separate research configuration. Identify seeded teaching defects distinctly from any genuine external-product findings. METHOD Document the initial condition, permitted action, expected behavior, observed result, mitigation, and retest. Retain exact code versions, fixtures, configuration, and commands needed to reproduce each experiment. AI ASSISTANCE Use restricted repository and execution permissions, human review, and a record of the model, access path, task, and checked result. Review changes to network exposure, new secrets, external-system access, and potentially destructive operations before execution. INFRASTRUCTURE ROADMAP Development: asset inventory, scope, isolated research systems, reproducible builds, reset procedure. Staging: restricted administration, service permissions, supported software, patching, monitoring, and tested backup restoration. Operations: specifically approved internal services, documented access and recovery, validated backups, and reviewed exposure. Keep experimental targets isolated from company operations. INTENDED OUTPUTS Architecture and data-flow documentation; a permission matrix; a threat model; a reproducible local environment; security tests; evidence-backed findings; validated fixes; reviewed technical writeups. LEARNING FOUNDATION TVI's founder is currently enrolled in the Google Cybersecurity Professional Certificate and the IBM Cybersecurity Analyst Professional Certificate on Coursera. Additional learning resources are available through library-provided access. These are current enrollments, not earned credentials. REPORTING Distinguish planned work, work underway, completed experiments, and verified outcomes. Publish limitations with results. No completed research findings are claimed by this charter.
